Daikoku PA and the Police: Why It Closes and What to Do
Daikoku PA is not illegal. The meet is tolerated, not sanctioned. That distinction explains everything about the closures: the police do not shut it to punish, they shut it when the crowd stops fitting the parking lot. Here is what we have seen across 50+ nights.

What a closure actually is
The expressway company and Kanagawa Prefectural Police coordinate to close Daikoku PA to passenger cars — trucks and buses can still use it. Officers stand at the entrance ramp, cones block the car lanes, and a sign (sometimes English, usually not) says the area is closed. If you drive in, you are waved through to the exit. There is no fine for arriving; you simply cannot stop.
When closures happen
Long weekends
Golden Week (late April–early May), Obon (mid-August), New Year (Dec 29–Jan 3). Almost guaranteed.
After an incident
A reckless-driving arrest or a viral video of burnouts can trigger a 2–4 week closure, often with no announcement.
Overflow weekends
When a Saturday crowd spills into the traffic lanes, police may close it the following weekend as a reset.
Surprise closures
Rare, but they happen. We have arrived to find cones with no warning.
One documented example: Daikoku PA closed from 18:00 on Friday 28 January until 24:00 on Sunday 30 January — a full weekend, with Heiwajima PA (inbound) also closed and Tatsumi PA left open. That pattern — Daikoku and Heiwajima shut, Tatsumi open — is the most common one we see.
How to behave so it stays open
The regulars police themselves because they know what a closure costs. No burnouts, no revving in the lot, no blocking the entry lane, no climbing on cars, no drone flights without permission. Visitors who film with flash in people's faces or stand in the traffic lane are the reason weekends get shut. Walk, look, ask before you photograph a person, and leave the lanes clear.
What we do when it is closed
We check the night of. If Daikoku is shut, our tour reroutes to Tatsumi PA on the Tokyo side or Umihotaru on the Aqua-Line. You still get three hours and a car meet; you do not get a cancellation. The full closure history we have witnessed is on the Closure Rules page.
